Ultimately, enrollment far exceeded even the Obama Administration's hopes and expectations, and the individual state exchanges and Medicaid expansion (in the states that accepted it) have provided health insurance for millions of previously uninsured Americans not covered by employer or individual plans.
Now, with the annual fall renewal window fast approaching for the program's second year, another of the ACA's intended results seems to be kicking in: competition among insurers – particularly smaller ones – to offer affordable rates; though premiums at some larger carrier are projected to rise.
Supporters and detractors of ObamaCare alike will likely point fingers at the rising and falling premiums, respectively. But if recent history is any guide, the end results will be anybody's guess.
