Homeland Security's HR Under Scrutiny  

Legislators are not happy with the U.S. Department of Homeland Security’s human resources team’s efforts to improve the way it tracks the progress of its employees’ training and performance. So reports Federal News Radio

Reps. Scott Perry (R-Pa) and J. Luis Correa (D-Calif.) in an August letter to Acting DHS Secretary Elaine Duke, note their “continued frustration” with the department’s introduction of its new tracking system. DHS last year told legislators that they succeeded in moving to a single performance and learning management system (PALMS). 

“While the information provided by the [Office of Inspector General’s] recent report is alarming in itself, we’re baffled that the Department continues to fail in its implementation of PALMS, especially considering the program’s shortcomings have been highlighted numerous times,” the letter notes.

DHS has shelled out more than $180M for HR information technology improvements from 2004 to 2016.
