The City of Little Rock hired Loretta Cochran last year to look into complaints against Little Rock police chief Keith Humphrey and Asst. Chief Crystal Haskins and Lt. Brittney Gunn. The August 9 email Cochran sent to Little Rock’s HR head, Stacy Witherell, noted “a clear indication of racial discrimination, hostile working conditions, and retaliation” by Humphrey, Haskins and Gunn over the firing of Officer David Mattox.
Cochran also wrote in her email that Mattox’s firing “exposes the City to an ever increasing damages award” if Mattox decides to go to court. She wrote the city also may have to deal with other legal matters involving “several other LRPD personnel who have been targeted for harassment & retaliation by the Chief and his allies.”
A Little Rock Police Department spokesman would not comment noting, “We do not comment on legal matters.” Mayor Frank Scott Jr’s office did not respond to a comment request, while City Manager Bruce Moore’s office said he was not available to comment.
